In
Spain, the long struggle between the Ancien Régime and Liberalism
was disguised in dynastic issues and resulted in the outbreak of the
Carlist wars. In the Basque Country, the Carlists attracted many followers
as a result of their defence of the Fueros, a collection of individual
legal rights pertaining to each separate territory. The Carlists,
weapons in hand, took to the mountains, but failed time and time again
in their attempts to conquer the cities.
